President Bush nominated Rod J. Rosenstein to a seat on the United States Court of Appeals for the Fourth Circuit on November 15, 2007, despite a long history of Maryland's Senators insisting they would not support a nominee without deep Maryland roots.  Although Mr. Rosenstein has served as the United States Attorney for the District of Maryland since 2005, he was not even admitted to the Maryland bar until 2002.
